Liana Dragoman (they/she)

Liana Dragoman (they/she) is a service design strategist and leader with over eighteen years of experience, having led a range of projects for community-based organizations, NYC government, the City of Philadelphia, the Department of Veterans Affairs, nonprofits, and global companies. Liana’s work centers people with lived experience in decision-making processes to ensure that life-essential programs and services meet the needs of both direct service staff and community members marginalized by systemic inequities.

At Code for America (CFA), Liana serves as a Senior Advisor of Strategic Operations. In this role, they work closely with the Chief Operations Officer to support organizational change initiatives, implement strategic priorities, improve internal communications, and lead special projects.

Before joining CFA, Liana worked at the City of Philadelphia as the Deputy to the Chief Administrative Officer where they founded, built the infrastructure for, and directed the PHL Service Design Studio (SDS). SDS is an internal-to-government team that partners with both community members and government staff to create accessible, equitable, and trauma-responsive services that honor the diverse needs of Philadelphians.

Liana also has a background in university-level teaching, cultural and media studies, and local community organizing around food justice. They hold a Master of Fine Arts (MFA) from the School of the Art Institute of Chicago and a Bachelor of Arts (BA) in Media Studies from Chatham University.
