Lisa Dowling is the Senior Principal of Strategic Growth – Public Sector at Code for America. She brings over 15 years of experience in GovTech, leading growth and revenue strategy for early and mid-stage companies serving state and local government. Her background includes executive roles at iamGIS and Polco, as well as foundational work at GovQA, focused on civic engagement, compliance, transparency, and service modernization.

Now based in Raleigh, Lisa balances her passion for public-sector innovation with time outdoors – hiking, paddleboarding, playing pickleball, and teaching herself to fly fish.
