Code for America’s Work Requirements Implementation Toolkit will help states comply with Medicaid and SNAP work requirements imposed by H.R. 1.

The complexity involved in implementing new Medicaid and SNAP work requirements by federal deadlines may be overwhelming for state agencies. Administrators will have to design systems in response to evolving guidance, determine the best metrics for monitoring benefits delivery, and make many other detailed real-time decisions to meet an extraordinarily challenging moment.

Drawing on 15 years of working with states to improve public benefits delivery, Code for America has developed a suite of resources aimed at helping states implement work requirements.

System and program administrators can look to these resources for support in creating benefits systems that are easy for clients to navigate and flexible and adaptable enough to evolve in tandem with shifting guidance. They may be particularly useful for those working to:

  • Effectively screen participants for work requirement exemptions
  • Determine if a person subject to the rules is in compliance 
  • Build systems that are cost effective, easy to administer, and responsive to policy shifts
  • Balance practical compliance with human-centered design principles
  • Reduce administrative burden through cross-program data sharing
  • Optimize alignment of work requirements screening across Medicaid and SNAP
