Brigade Congress is the primary meeting of the Code for America Network, bringing together Network volunteers, Brigade leaders, government and community partners, and civic tech professionals from across the country.

Brigade Congress offers the opportunity to build relationships, deepen connections, and participate in various discussions and trainings. This is the first hybrid (in-person and virtual) event for the Network, and we’re excited to bring the community together in whatever way works for you.

We are committed to giving in-person attendees the space and resources they need to adjust, enjoy themselves, and leave inspired. This year we’ll have longer breaks, a wellness room for you to unplug and relax a bit, a small expo area where you can sign up for volunteer opportunities, vote on participatory action, and learn the progress we’ve made toward our new vision for the Network.

Virtual attendees aren’t missing out. We have developed a complementary component to all in-person aspects of Brigade Congress—for example, if you can vote on something in-person, you can do it virtually, too. Our virtual setting will be a digital St. Louis built in Gather.

    Relationships are at the foundation of our impact as a Network. Without the right community partner, our work cannot reach the people whose lives we want to make better. But what does “partnership-first” mean?
  • The Inclusion Bridge
    with Dynasti Hunt
    How to build a space of inclusion and belonging by building relationships that honor the multiple dimensions of a volunteer’s identity. We will spend time exploring what it means to get beyond your comfort zone to initiate deeper conversations, how to connect with someone who doesn’t have the same lived experience as you, and what exactly does it mean to acknowledge multiple dimensions of diversity.

Health & Safety Policy

The health of all Brigade Congress 2022 attendees and staff is our priority as the COVID-19 global pandemic continues. All Code for America staff, vendors, and Brigade Congress attendees must follow the health and safety protocols outlined below.

We’re continuing to monitor local COVID-19 data and guidelines. As a result, our rules could change as the situation evolves.

Vaccination and/or a negative COVID test are not required, but are strongly encouraged.

Attendees will not be required to show proof of vaccination or a negative PCR test status prior to checking in, and full vaccination and/or a negative COVID test are not required to attend the event. However, we do strongly encourage both for anyone attending the event. Code for America will have COVID tests on hand for anyone who wants to test at any time during the event. 

Masks are required.

All participants of and attendees at Brigade Congress will be required to wear a mask at all times during the event, except for when they are actively eating or drinking. Code for America will have masks available.

Health Screening

Code for America recommends that all participants screen themselves daily for symptoms. If an individual is feeling sick or displays any of the following symptoms, please do not attend the event in-person.

  • Fever
  • Chills
  • Shortness of breath or difficulty breathing
  • Muscle or body aches
  • Loss of taste or smell
  • Sore Throat
  • Congestion or runny nose
  • Nausea or vomiting
  • Diarrhea

Individuals experiencing these symptoms should get tested for COVID-19. Additionally, if the person is at the conference venue, the individual should remove themselves from the event and notify us at congress@codeforamerica.org immediately.

Frequently Asked Questions

What’s the conference format?

This year, we are planning a hybrid event. Friday will be a virtual first day with welcome talks and breakout sessions. Saturday and Sunday will be both virtual and in-person. The breakout sessions on Saturday and Sunday will be in-person and streamed online.

Is there travel support provided? 

Code for America offers need-based travel reimbursements for Network members attending Brigade Congress. In an effort to keep this opportunity accessible to those who would otherwise not be able to attend, we ask that you please only seek travel support based on a financial need. Please contact us by September 15, 2022. If you have any questions, please email congress@codeforamerica.org.

How much does Brigade Congress cost? 

Brigade Congress remains complimentary to our community. We do offer a Pay What You Want option to allow attendees to support the event, if they wish.

What are your COVID-19 protocols?

Is there an event hotel? 

The event hotel is the Hyatt Regency Gateway Arch in downtown St. Louis. If you have been approved for travel support, you will be included in our room block and do not need to book your own room. If you have any questions, please email us at congress@codeforamerica.org.

What is Gather, and how do I use it? 

Gather is a video chat platform designed to make virtual interactions more human. Prior to joining us for the day, we recommend reading our Gather Guidelines document or viewing the Gather Guidelines video. Both resources provide helpful tips and tricks for navigating our custom Gather space and will prepare you for what to expect on the day of the event.

Requirements: Join from your computer on any OS (Windows, macOS, Linux). Installing software is not required to use Gather. We recommend using Chrome or Firefox for Gather. Safari is supported in beta. Mobile devices are not fully supported.

What happens if Brigade Congress is canceled? 

The safety of our attendees is our number one priority. While we have no reason to believe that Code for America Brigade Congress will be canceled, COVID-19 is an ongoing health and safety risk that we will manage with informed measures. Should circumstances no longer allow for a safe in-person experience in the St. Louis, MO area, the event will shift to a fully virtual experience.

Can I submit a breakout session for Brigade Congress? 

Submissions were accepted through August 27, 2022. Everyone who submitted a session proposal will receive communication from Code for America confirming or politely declining their proposal by September 3, 2022.

Press, photography and recording 

During Code for America Brigade Congress, Code for America and others in attendance, including but not limited to the press, may be recording, photographing, and capturing the event in similar mediums, including but not limited to during mainstage events, breakout sessions, and networking times. By purchasing a ticket, you consent to being photographed, audio recorded, video recorded, and to having your name, voice, image, words, and likeness captured and reproduced in any media now existing or existing in the future (“Recordings), at Code for America Brigade Congress. You further grant to Code for America the right to take and use Recordings with your name, voice, image, words, or likeness, for any lawful purposes, including but not limited to publications, exhibitions, web casts, promotional purposes, commercial uses, publications on websites, social media posts, marketing materials, research publications, podcasts, and news releases. You understand and agree that you have no rights to inspect or approve any Recordings, no property rights in Recordings, no rights to financial or other compensation from Code for America for the use of your name, voice, image, words, or likeness.

You release and waive any rights or benefits derived directly or directly from the use of Recordings with your name, voice, image, words, or likeness. You further release, waive and hold harmless Code for America and its current and former officers, directors, employees, agents, affiliates, or representatives from any claims, damages, costs, or expense (including attorneys’ fees) arising from or related to the Recordings, except to the extent caused by the gross negligence or intentional misconduct of Code for America.

Conference recordings 

Mainstage and breakout session programming during Brigade Congress will be recorded and later uploaded online.
